We, representatives of the Georgian and international expert community, communities affected by violence and war, former hostages and victims of terrorism

seeking peace and prosperity for the all citizens with no regard to the ideology, ethnicity or religious affiliation, with the aim to prevent civil and military confrontations and contribute to the development of the whole national civil consent in the country, express our deep concern about proliferation of the illegal conducts, such as kidnapping and different forms of the disappearances, as a form of both crime and political violence, which put society under threat of criminalization and degradation to the violence models of the social conduct allover country and even in the capital.

In the conflict zones of Abkhazia and Tskhinvali region these barbarous violence acts lead to undermining of the mutual confidence and fostering of the confrontation, up to renewal of military hostilities.

In the beginning of the 21 st century Georgia faces proliferation of all types of modern slavery. We are horrified and outraged by the fact that not only alive human beings become commodity, but also their remains and parts of corpses.

The fact that law enforcement bodies not only fail to prevent and combat such kind of illegal conduct, but are sometimes involved in it should serve as a specific concern for human rights activists.

As well incites resentment reluctance of the state authorities and in particular of Ministry for Interior Affairs to cooperate with the civil society actors. Work of the law enforcement authorities in the field is not institualized and coordinated, as far as there is no special department in the Ministry responsible for the given categories of the illegal conduct.

Official inquiries forwarded by group of civil society organizations to the different state authorities in May 2006 have been left without response. Such kind of treatment towards civil society organizations undermines cooperation between state and society and forces public to apply to the active forms of protest.

Nevertheless initiators hold out a hope on change in the practices of the state authorities and those who are responsible for this problem today will put attention on our statement, understand importance of the association and multilateral partnership in combating given social ill.
